美國總統拜登召開上任後首個記者會，誓言會阻止中國超越美國成為世界上最強大的國家，並會加大投資確保美國在競爭中佔優。他又透露，自己有意參加2024年美國總統大選，尋求連任。

美國總統拜登上任已超過2個月但卻仍未舉行記者會，引起外界廣泛批評。有人認為拜登政府不夠透明，亦有人質疑拜登無力招架記者。以下為拜登於記者會上就不同議題的重要發言。

中國

將阻止中國超越美國成最強大國家

對於持續緊張的美中關係，拜登指中國目標是成為領導全球最富有及強大的國家，他強調任內不會讓這情況發生。他與國家主席習近平通話時表明，美國無意與中國衝突，但將堅持要求中國遵守公平競爭和公平貿易的國際規則。

繼續就新疆、香港等議題發聲

拜登又指，美國會繼續就香港及新疆維吾爾族的情況發聲，不會退縮，美國及盟友亦會就台灣、南海及其他問題向北京問責。

加大投資確保美國在競爭中佔優

此外，拜登表明要加大對科學領域、醫療研究、人工智慧、量子、生物科技等研究領域投資，確保美國在世界最大的兩個經濟體間的競爭中獲勝。他透露，希望能將研究投資經費從現時只佔GDP 0.7%，提升到約2%，

台灣

促中國守規

拜登表示，美國會透過與民主國家合作，在包括涉及南海、對台灣的協議甚至所有事情，追究中方責任，使其遵守規則。他又重申，美國重視人權，將繼續與盟國一道採取行動。

We are going to hold China accountable to follow the rules, whether it relates to the South China Sea or the North China Sea or the agreement made on Taiwan or a whole range of other things.

朝鮮

朝鮮局勢若升級美將回應

關於近日朝鮮發射導彈一事，拜登指朝鮮的行為違反聯合國安理會決議。他強調如果朝鮮選擇將問題升級，朝鮮如果將局勢升級，美國同盟友將會回應。

We're consulting with our allies and partners and there will be responses if they choose to escalate. We will respond accordingly.

連任

期望競選連任

78歲的拜登過去一直被外界認為不大可能會再競選總統。但他於記者會上肯定地表示，自己期望競選連任，並指希望賀錦麗可以再擔任他的競選拍檔。

My plan is to run for reelection, that's my expectation.

不會揣測將來的共和黨對手

被問及是否期待特朗普在下屆選舉成為其對手時，拜登強調自己是尊重命運的人，不會揣測將來的共和黨對手，不知道會不會是特朗普，又指自己甚至不知道「那時還有沒有共和黨」。

疫苗

宣布新疫苗接種目標

去年12月，拜登曾表示將在上任後100天內完成1億劑疫苗接種，有關目標已在本月中提前實現。他於會上宣布，新接種目標為他上任後100天內美國要完成2億劑疫苗注射。

I know it’s ambitious, twice our original goal, but no other country in the world has come close to what we are doing. And I believe we can do it.

移民政策

大部份來到美國邊境的移民會被遣返

對於移民政策備受批評，他稱有關情況都每年初都有發生，這不是本屆政府移民政策造成的結果，不會為此採取強硬政策，但他指大部份來到美國邊境的移民都會被遣返。

We’re sending back the vast majority of the families that are coming. We’re trying to work out now, with Mexico, their willingness to take more of those families back. But we — that’s what’s happening. They’re not getting across the border.
